The rotation of International Atomic Energy Agency (IAEA) experts at the Zaporizhzhia Nuclear Power Plant cannot take place without the approval of the Ukrainian authorities and must not violate Ukraine's sovereignty and territorial integrity. This is in violation of international law and Ukrainian national legislation. This was stated in an official letter from Ukraine’s Minister of Energy, Herman Halushchenko, to IAEA Director General Rafael Grossi.

The letter emphasizes that Russia has deliberately created artificial barriers to proper IAEA expert rotation and has kept international experts at the Zaporizhzhia NPP site for over 80 days under unprecedented physiological pressure in a high-risk military zone.

"Ukraine reaffirms its firm position that any IAEA expert rotation at the ZNPP must fully comply with international law and only through routes agreed upon with Ukrainian authorities, across territories fully controlled by Ukraine," the letter states.

It also mentions that due to unapproved rotations, Ukraine lacks reliable information about who is currently present at the ZNPP from the Agency, which is deemed unacceptable.

Herman Halushchenko urged IAEA leadership to take immediate action to rectify the situation and ensure future IAEA operations align with international law, UN General Assembly resolutions, and the fundamental principles of the Agency's mandate.
