European Commissioner for Enlargement Marta Kos said that providing Ukraine with financial support of €90 billion for 2026–2027 is linked to implementing the reforms necessary for EU membership.
She made the statement on Wednesday in Brussels at a press conference dedicated to the European Commission’s legislative initiatives aimed at implementing this decision.
“Our proposal includes the Ukraine Facility (Ukraine Facility – the EU initiative to support Ukraine – UF) as the basis for the loan disbursement, closely tied to a clear program of reforms to advance accession negotiations. This reflects our unwavering commitment to supporting Ukraine in implementing an accelerated reform agenda, which is central to a reliable path toward EU membership,” Kos stated.
At the same time, she noted that the European Commission recognizes the “complexity” of these reforms.
“They are challenging for any government, especially when a country is at war. But the Ukraine Facility has experience in effectively achieving these reforms for Ukraine’s future under the most difficult circumstances, and it works. It helps Ukraine stay on course. Implementation of the Plan for Ukraine (the Ukrainian document – UF) has been generally successful: 63 out of 68 steps required for the latest payment requests have been completed,” the Commissioner noted.
Kos specified that these steps were implemented in areas including the rule of law, anti-corruption, the energy market, public administration, and governance of state-owned enterprises.
“But we all know that this work must continue so that Ukrainian society and the economy strengthen and secure future prosperity as well as social cohesion. The loan to support Ukraine will build on these achievements and further prepare Ukraine for EU membership,” she emphasized.
