The European Union is obligated to provide Ukraine with weapons because the Russian invasion was made possible because of the failures of European security policy. This was stated at a meeting of the European Parliament by the head of the EP subcommittee on security and defense, Nathalie Loiseau.

She noted that the supply of weapons to Ukraine is the responsibility of the European Union because the Russian invasion of Ukraine was the result of obvious failures in European security policy.
“We must learn from our failures to better protect our own citizens. Because the Russian invasion of Ukraine is a sign that we have failed. If we had admitted Ukraine into NATO, it would not be attacked now. Those who are with this disagree - they are wrong. If we had reacted more strongly to Russian aggression against Georgia, to the annexation of Crimea, and to the war in Donbas, if we did not turn a blind eye to the fact that 21,000 people died in Aleppo under Russian bombs - then Russia would not be convinced that we would allow her to attack Ukraine," Nathalie Loiseau said.
