Ukraine will prepare a concept for the controlled export of weapons from Ukrainian defense enterprises.

The National Association of Defense Industry Enterprises of Ukraine (NAUDI) has stated that opening up the export of military products could become a strategic step for strengthening the country’s economy.

‘Currently, the issue of scaling production is rivaled only by the issue of financing,’ said Dmitry Natalukha, head of the Verkhovna Rada Committee on Economic Development.

The meeting discussed the problem of weapon exports by Ukrainian companies.

NAUDI noted that the export of military products could bring the state up to $2 billion in additional tax revenues over a year and a half. Ukrainian defense industry production capacities amount to up to $20 billion per year, while the state budget can only purchase weapons and ammunition worth $6 billion.

‘Currently, due to funding shortages, defense enterprises might go bankrupt, as all their working capital is invested in developing new technologies and expanding production,’ the meeting was informed.

Opening up exports could become a strategic step for strengthening the country's economy and developing the defense industry.

Additional taxes will be directed towards purchasing weapons and ammunition for the Defense Forces.

‘Today, Ukrainian manufacturers do not have a direct legal prohibition on exporting their products, but in the context of active warfare, the issue of export permits for weapons becomes particularly complex and important,’ said Alexander Marikovsky, head of the Subcommittee on Regional Cooperation and Trade.

In July 2024, Marina Bezrukova, Director of the Defense Procurement Agency of the Ministry of Defense, stated that Ukrainian companies should be able to export part of their produced weapons.

On August 12, it became known that a working group was created in Ukraine to develop a mechanism for exporting military equipment from domestic factories.
