In Odessa, the recent severe weather has flooded 384 apartment buildings and 286 private houses, according to Odessa Mayor Hennadiy Trukhanov.
“The disaster has caused serious damage to the city’s infrastructure. Preliminary data show that across all districts of Odessa, 286 private homes and 384 apartment buildings are flooded,” Trukhanov said. He added that the Kyivskyi district was hit the hardest, with 185 private homes and 200 apartment buildings affected. Significant damage was also reported to roads and utility networks.
Operational headquarters of the district administrations have already recorded 782 reports from residents regarding flooding, fallen trees, power outages, and property damage, with the Kyivskyi district receiving the highest number of calls—465.
The government has instructed several agencies, including the Ministry of Internal Affairs, the State Emergency Service, the Ministry of Development, the Ministry of Finance, the Ministry of Economy, and the Odesa Regional Military Administration, to take measures to mitigate the consequences of the downpour and ensure the city’s critical systems remain operational.

“This is an emergency situation in Odessa. At the Cabinet meeting, we heard a report from Vice Prime Minister Oleksiy Kuleba from the scene. The government has tasked the Ministry of Development, together with the Ministry of Finance, Ministry of Economy, Ministry of Internal Affairs, State Emergency Service, and Odesa Regional Military Administration, to eliminate the consequences of the storm, carry out necessary repairs, prevent disruptions to essential services, and ensure traffic safety.”
