Theoretically, Russian President Vladimir Putin could use tactical nuclear weapons against Ukraine, but he is terrified.

Military expert Oleg Zhdanov named one of the reasons why Putin will not use weapons of mass destruction.

“Today, the conditions are set so harshly for the Russian Federation that even Western intelligence assesses the likelihood of using nuclear weapons as very low. Zhdanov called Putin "a man who plans his future":

"Now he needs negotiations; he is doing everything possible and impossible to force Ukraine to sit at the negotiating table. He needs a ceasefire, his army is losing. It can no longer attack today … Maybe Putin wants to, but he cannot use it (nuclear weapons)."

• Earlier, Germany's most significant intelligence agencies announced the likelihood of Russia using nuclear weapons in Ukraine since losing the war could pose an "existential threat to Putin's rule."

• According to Oleksiy Danilov, Secretary of the National Security and Defense Council of Ukraine, if the Russian Federation uses nuclear weapons, countries that are not members of the nuclear club will try to adopt radiological weapons that are much easier to maintain and use, in particular, a "dirty" bomb.
