Can Russia announce mobilization if no one attacked it?
Even the Russian Federation cannot announce mobilization without reason. According to Russian legislation, martial law must be introduced for this.
This was told by military expert Oleg Zhdanov.
"Russia has powerful anti-terrorism legislation. The Russian Federation has three levels of terrorist threat: green, yellow, and red. In the border areas with Ukraine, the level of the terrorist threat is already yellow. These are Belgorod, Kursk, Bryansk and Rostov regions. Another terrorist attack in one of these areas - such as they themselves organized against themselves, like a missile attack allegedly from the territory of Ukraine, and the degree of a terrorist threat turns red, which suggests the introduction of martial law in this territory,†the expert said.
According to him, in Russia, they can arrange several terrorist attacks throughout the territory and start a military mobilization campaign.
"Remember how the second Chechen campaign began - 10 explosions of houses in Moscow and Volgodonsk," Zhdanov reminded.
