Oleksandr Bornyakov has been appointed acting Minister of Digital Transformation — for the Ministry’s team, this is not a change of course, but a continuation of the path that has already brought Ukraine to global leadership in digital services.
Oleksandr Bornyakov joined the Ministry in 2019, back when the concept of a digital state was more ambition than reality. Over the years, he has been one of the people who turned the idea into a system.
Key achievements of Oleksandr Bornyakov in the Ministry of Digital Transformation:
- Diia.City: Project architect. Developed the legal framework creating the best tax and legal conditions for tech businesses in Europe.
- Cooperation with tech giants: Successfully negotiated PayPal’s entry into the Ukrainian market and access to ChatGPT from OpenAI.
- Ukrainian Startup Fund: As secretary of the supervisory board, facilitated financing for 470 startups totaling 380 million UAH. Program winners attracted over $120 million in investments.
- Brave1: Played a key role in launching and developing the project. Also developed support conditions for defense tech companies.
- IT Generation: Implemented a project through which over 1,800 Ukrainians learned new IT specialties for free.
- International recognition: Presented the Ukrainian ecosystem on the main stage at Web Summit 2024 and launched the UK-Ukraine TechBridge strategic partnership.
- Diia.City Invest: Initiated a project to simplify the creation of venture funds and promote an investment culture in Ukraine (in development).

As head of the Ministry, Oleksandr Bornyakov will continue the course of building an innovative country and deepening cooperation with the European Union.

- Digital European integration: Full synchronization of Ukrainian digital policy with European standards and Ukraine’s integration into the EU Digital Single Market.
- AI development: Creating the world’s best legal environment for AI, implementing ethical standards, and developing Ukraine’s artificial intelligence ecosystem.
- Investments and startups: Developing the Diia.City Invest initiative to build a full-fledged venture ecosystem in Ukraine and attract capital to Ukrainian tech products.
- DefenseTech: Continued support for the Brave1 platform and defense innovations that impact the course of the war.
- WINWIN innovations: Developing priority areas, integrating robotics across industries, and creating a clear step-by-step development plan for the sector.
- New markets: Legalization of virtual assets, stimulating Web3 innovations, and scaling robotics in the economy.
The Ministry of Digital Transformation continues its course toward innovation, predictable business rules, and a digital Europe for Ukraine.
