With each new de-occupied city, we are seeing an increase in the cruelty of Russian military personnel against civilians.

This was announced on Facebook by the Commissioner for Human Rights of the Verkhovna Rada Dmytro Lubinets, informing about a meeting with a delegation headed by the UN High Commissioner for Human Rights Volker Türk. The Ombudsman noted that in Kherson, it was not just the detention of civilians, which is already a violation of IHL, but also the joint detention of women and men in one cramped cell for several weeks.

"We have documented round-the-clock audio and video surveillance of prisoners and the use of torture through their interpersonal communication. The facts of the creation of cells for children, where Russian military personnel held and tortured minors, are horrifying," he said.

Lubinets spoke about the terrorist actions of Russia, which impose conditions and kill the innocent if they are not met, so "the world must stop this."

He noted that the meeting discussed gender-based violence, including against children, as well as respect for the rights of the child in the context of forced deportation and abduction of children, as well as the systemic genocidal policy of the Russian Federation against Ukrainian children who are forcibly transferred to Russian citizenship.

Lubinets noted that he did not have to explain exactly how the Russians are destroying Ukraine's energy system because the High Commissioner saw with his own eyes how this happens and that civilians become victims, and the lives of the most vulnerable are at risk.

He added that Ukraine is interested in creating an effective international system for protecting the rights of prisoners of war, noting the ineffectiveness and inertia of the International Committee of the Red Cross.

"And the presence of a large number of civilian hostages confirms this," he added.
