Under the chairmanship of the Minister of Health of Ukraine, Viktor Lyashko, the third meeting of the Coordination Office for the development of electronic healthcare took place. The office was created for effective collaboration among partners and management of the development of electronic healthcare.
This time, the meeting focused on the results of 2023 and the planning for the next year.
"Digitization has long been synonymous with comfort: simplified procedures and convenient services. The digitalization of the healthcare sector simplifies life for both medical professionals and patients, as well as for government institutions. 2023 was challenging, and 2024 will be no less demanding. There are many expectations for the digitization of processes. Our Ministry is interested in the development of this direction. The Coordination Office for the development of electronic healthcare is needed to clearly understand the possibilities and move forward in implementing priorities," said Viktor Lyashko.
During 2023, several digital projects were implemented in the electronic health system. Some of the achievements include:
- Purchase prescription medicines with an electronic prescription from a doctor.
- Obtain immunosuppressive and analgesic drugs, as well as test strips for glucose meters, through an e-prescription within the reimbursement program.
- Generate COVID certificates for patients who have been vaccinated abroad.
The electronic healthcare system introduced functionality for tracking rehabilitation interventions, with over a million records entered for rehabilitation procedures for 125,000 patients.
In 2023, a pilot electronic system for inventory management of drugs and medical products called "e-Stock" was launched, a project that various teams had attempted to implement for at least the last 5 years.
New modules for the "MedData" system were developed, including modules for "humanitarian aid," "vaccination," and "accounting."
The UNITED24 initiative raised over 1.5 billion UAH for healthcare needs. Digital tools were used to collect requirements and purchase 13 armored evacuation vehicles, 191 ambulances, and necessary equipment and medical supplies. Two medical facilities were also restored.
In 2023, the electronic system of epidemiological surveillance (ESEN) was introduced and its functionality expanded.
Digitalization of military medical commissions has begun. The implementation of telemedicine in Ukraine has reached a new level, including the approval of a strategy for the development of telemedicine in the country, legislative changes, and the integration of humanitarian telemedical solutions into healthcare institutions.
Efforts continue to modernize state registers, and work is underway to implement new systems and registers in the healthcare sector based on "Diia.Engine."
For the next year, a series of new projects and the continuation of existing ones are planned, with a total of 142 digital projects.
