Deputy Minister for Communities and Territories Development Andriy Kashuba held a meeting with his colleague, Deputy Secretary-General for Maritime Affairs of the Ministry of Climate of the Republic of Estonia, Mr. Kaupo Läänemets. During the meeting, they discussed the Ukraine-Estonia Maritime Industry Recovery Plan.

“Restoring maritime infrastructure is not only an economic issue but also an important element of our security and integration into the European transport space. Together with our partners, we are working on attracting international financial institutions and building modern maritime infrastructure that will meet the highest international standards.

We are extremely grateful to our Estonian partners for their stable and reliable cooperation. We believe that, together, we will find the best solutions for the restoration and modernization of maritime infrastructure,” said Andriy Kashuba.

The meeting was a continuation of the cooperation under the joint Memorandum signed in January this year. The parties discussed the presentation of the UA Maritime Recovery Plan at international events, including the Ukrainian Recovery Conference (URC) in July 2025 in Rome, the launch of a working group for the UA Maritime Recovery Plan within the Donors Platform, and the involvement of international organizations (EBRD, EIB) in funding projects.

The Recovery Plan aligns with national and European transport strategies. The Ukraine Maritime Industry Recovery Plan includes:

  • Investments in the maritime sector: construction of new and updating of existing ships of various types,
  • Investments in ports and port equipment,
  • Mine clearance and removal of explosive objects from the sea,
  • Development of new IT solutions for port operations,
  • Development of ecological and security technologies.
