The U.S.-Ukraine agreement on critical minerals is a framework deal, and further work will be done on the Investment Reconstruction Fund Treaty, which will require ratification by the Ukrainian Parliament.
This was stated by President of Ukraine Volodymyr Zelensky during a press briefing.
"It is too early to talk about money in the final agreement with the U.S. This is a framework agreement. Ukraine will allocate funds to the Fund (Investment Reconstruction Fund) from new revenues, but for now, there is nothing to reimburse or contribute. That’s because there is no final treaty on the Fund yet. That agreement will be more complex and serious, covering partnerships, finances, and obligations. Unlike the current deal, the next treaty will require ratification by the Ukrainian Parliament. I am not sure about the U.S. Congress as our partners have not yet addressed this," Zelensky stated.
Ukrainian Prime Minister Denys Shmyhal confirmed that the U.S. and Ukraine have drafted a document titled “Agreement on Establishing Rules and Conditions of the Investment Fund for the Reconstruction of Ukraine.” The Fund will invest in Ukraine's recovery, with a focus on critical infrastructure and security.
The final version of the agreement with the United States does not impose any "debts" on Ukraine. President of Ukraine Volodymyr Zelensky stated this during a press briefing.
"Our government officials assess the final version of the agreement quite positively. They say it can work. I haven't seen the full final version yet — I had a preliminary draft. However, the key issues I raised are reflected quite well. Both the Ukrainian and American teams have done solid work. The most important thing for me was ensuring that we are not debtors, despite some media claims. The agreement does not include a $500 billion debt, nor $350 billion, nor $150 billion. I believed that would have been unfair to us," Zelensky said.
He also emphasized that the Investment Fund for the Reconstruction of Ukraine, which is established under the agreement, will be a partnership between the U.S. and Ukraine. "We are ready to talk about partnership, and this fund will be Ukrainian-American, not just American," he added.
