Finland will invest up to €20 million in reforming Ukraine’s senior secondary education

Finland will invest up to €20 million in creating high-quality academic education for Ukrainian senior secondary school students under the "Learning Together 2" programme for 2025–2029, Ukrainian Minister of Education and Science Oksen Lisovyi announced on Facebook.

The intergovernmental agreement marks the first step to launching the initiative, a joint effort between Ukraine and Finland. The funding will support reform implementation, including developing modern curricula, professional teacher development, trauma-informed approaches, and strengthening community management capacity. A key focus is ensuring equal access to quality education, especially for vulnerable students.

Lisovyi noted that the program complements ongoing national efforts and support from other international partners. This year, nearly UAH 500 million from the state budget will support pilot schools by upgrading educational environments, creating modern classrooms, supplying equipment and furniture, and preparing teachers for new approaches. These pilots will form the basis for nationwide scaling.

“Continuing changes in the New Ukrainian School is our responsibility to today’s students, who will shape Ukraine’s future,” Lisovyi emphasized, expressing gratitude to international partners, especially Finnish Education Minister Anders Adlercreutz, for their openness and collaboration in making this agreement possible.
