Countries declaring neutrality in the Russia-Ukraine war support the Russian military-industrial complexю

This was stated by Oleg Oleksandrov, a representative of Ukraine’s Foreign Intelligence Service, during his speech at the "Fair Play: Honest Game" conference on expanding sanctions against Russia.

"Currently, the Russian military-industrial complex is supported by countries that declare neutrality regarding the war but effectively turn a blind eye to the involvement of their companies in schemes that allow the supply of components for Russian weapons," he said.

According to Oleksandrov, Russia is currently increasing the capacity of its military-industrial complex, which requires raw materials for explosives and high-tech equipment, including machine tools.

Among the schemes Russia uses to supply necessary components, the Foreign Intelligence Service highlights sales through intermediary companies.

"In other words, a company abroad sells goods to a Russian firm that is not directly connected to the military sector, and that firm resells them to some defense factory in Russia. We have over 60 such companies in Russia under control," Oleksandrov noted.

He added that the Foreign Intelligence Service continuously detects new schemes, identifies participants, analyzes routes and logistics, and studies how payments between participants are made.

The Foreign Intelligence Service also receives warning information about Russia’s attempts to purchase sanctioned goods and, together with international partners, blocks the supply of such goods.

At the same time, Oleksandrov noted that many goods supplied to Russia are not subject to export control, meaning they are not formally classified as military or dual-use items.

In this regard, the Foreign Intelligence Service proposes expanding the network of controlled goods categories to include all electronic components and equipment that Russia could use to create weapons.

The Foreign Intelligence Service also believes it is necessary to develop the application of secondary sanctions as the next stage of pressure on the aggressor.
