Bill â„– 9463 proposes the implementation of speed tests to improve communication quality, monitoring mobile internet speed, and extending national roaming after our victory. This will significantly enhance communication quality across the country.

"During the full-scale war, Ukraine faced unprecedented challenges in the telecom sphere. Russia destroyed a quarter of internet networks and damaged or destroyed over 4,000 mobile operator base stations. The Ministry of Digital Transformation constantly seeks solutions to rapidly restore communication in populated areas. Among other measures, the country has been provided with 42,000 Starlink units, and bureaucracy has been eliminated from the process of obtaining land for base stations. The next step is Bill â„– 9463, which will take mobile communication and internet in Ukraine to an entirely new level," stated Vice Prime Minister for Innovations, Education, Science, and Technology - Minister of Digital Transformation, Mykhailo Fedorov.

Changes awaiting subscribers after its adoption:

  1. National Roaming - Forever: During wartime, this will enable making calls to loved ones and using 3G in areas where the individual operator's coverage is unavailable. Specifically, after de-occupation or during blackouts. After the victory, roaming will allow people to stay connected with 4G even in small villages with up to 2,000 residents, where at least one of the three operators has coverage.

  2. Speed Tests - Foundation for Checking and Improving Communication Quality: The bill will empower everyone to conduct speed tests and report communication issues to the government. This will help identify "white spots" more easily and encourage operators to improve their services.

  3. Monitoring Mobile Internet Speed: Speed will officially become one of the indicators of mobile communication quality. This way, the government can assess its level and influence its improvement. Ukrainians will be able to collaborate with colleagues through smartphones, post videos on social media, and share files without Wi-Fi anywhere.
