As of this morning, around 4,000 buildings in Kyiv are still without heating, and nearly 60% of the capital is without electricity.
This was reported by President Volodymyr Zelensky on Telegram following an energy sector briefing.
“I conducted a special energy briefing. Kyiv and the region, Kharkiv and the region, Sumy, Chernihiv and the region, and Dnipro – these are the regions where the situation is currently the most difficult. Repair crews, the State Emergency Service of Ukraine, energy company workers, and municipal services are all fully engaged. As of this morning, around 4,000 buildings in Kyiv still have no heat, and nearly 60% of the capital is without electricity. According to city authorities, the deployed forces are sufficient, but time is needed. I do not agree with this assessment – additional measures and resources are required,” he wrote.
Zelensky noted that the Ministry of Internal Affairs reported on the deployment and use of support and heating points, as well as preparations for hot meals for residents.
“It is important that basic stations and mobile communication continue to operate. We also discussed with government officials and Ukrenergo what is necessary to accelerate the repair of networks and substations,” he added.

The President said there was a report from Zaporizhzhia regarding the timing and details of deploying additional forces to intercept Shahed drones. According to him, the Prime Minister and the Minister of Defense will check all information regarding the reservation of energy company and municipal workers involved in eliminating the consequences of Russian strikes and emergency situations. Zelensky noted that for these companies, a decision has already been made to reserve 100% of personnel.
“The lack of effective response on the ground should not be blamed on a shortage of personnel – cities have the resources to mobilize people for work,” he emphasized.
The President added that he expects a separate report today from government officials on programs supporting Ukrainians and businesses during the emergency. He stressed that concrete measures are needed to actually help people and stabilize the situation.
“There will also be meetings and negotiations with partners who can provide additional support. The priorities are obvious to everyone: missiles for air defense, equipment for the energy sector, and the fastest possible execution of all necessary work. Thank you to everyone who is helping,” he concluded.
