Finland's consulate general in St. Petersburg, one of the largest in Russia and historically significant, ceased its operations in October due to Russia's decision to revoke its license, which was made in July, effective from October 1, 2023.

At the time of the license revocation, Russia also expelled nine Finnish diplomats. The consulate building remains the property of Finland. All consular and migration matters were transferred to the Finnish Embassy in Moscow starting from September 1.

The St. Petersburg consulate played a crucial role in immigration matters, especially due to its proximity to the border with Finland. It had been in operation since 1923, with a hiatus of nearly 20 years during and after World War II due to tensions.

Two other consulates in geographic proximity to Finland, in Petrozavodsk and Murmansk, were closed earlier in 2023 at Finland's decision, and later, Russia announced their permanent closure.
