On November 26, 2024, the Head of Ukraine's Military Intelligence Directorate, General-Lieutenant Kyrylo Budanov, spoke at an extraordinary session of the Ukraine-NATO Council.

The leader of the Ukrainian intelligence agency informed partners about the characteristics of the Russian medium-range missile launched from the "Kedr" system, which was used by the aggressor state, Russia, to strike Dnipro.

The acting commander of the Ukrainian Air Force, General-Lieutenant Anatolii Kryvonozhko, also participated in the meeting.

Ukrainian representatives described the consequences of the attack, explained the challenges and threats it posed to Euro-Atlantic security, and listed the objectives Russia aimed to achieve with the strike.

The use of the "Kedr" missile by Russia is intended, in part, to intimidate Ukraine’s allies and deprive Ukraine of support in its war for independence.

During the meeting, Kyrylo Budanov and Anatolii Kryvonozhko urged NATO partners to strengthen Ukraine’s air defense system.

Representatives of NATO member states condemned Russia's actions and assured continued support for Ukraine, emphasizing that the only appropriate response to Russia's use of a medium-range ballistic missile is to increase the supply of weapons essential for Ukraine's defense.
