This year, the number of recorded cyberattacks and cyber operations has doubled compared to 2022.
In today’s conditions, cyberspace and cyber operations are used as an integral component of conducting full-scale warfare. Evidence of this is the doubling in 2025 of recorded cyberattacks and cyber operations compared to 2022. The number of new hacker groups carrying out such cyber operations has also increased. Among the main cyber threats to Ukraine are cyberespionage, financial crimes, and destructive activities.
This was stated by State Special Communications Service (SSCU) specialist Yevhen Bryksin during a panel discussion titled “Bringing the International Cyber Community Together: Now or Never” at the ENISE 19 international conference, held in León, Spain.
In his speech, he spoke about the specifics of Ukraine’s international cooperation in cybersecurity during wartime, the challenges facing the country, and the initiatives the Service is promoting at the international level.
For the successful implementation of cyber incident response processes, it is necessary to have high-quality data on cyber threats. The SSCU has already established information-sharing on cyber threats with numerous organizations from European Union and NATO countries.
These steps have ensured the collection of comprehensive information on cyber threats, and to analyze it, the Service has developed a national attribution system for cyber threats targeting Ukraine’s cyberspace.
