Switzerland will invest an additional 18.5 million Swiss francs in education and decentralization reforms in Ukraine

Switzerland is investing 18.5 million Swiss francs to continue supporting education and decentralization reforms in Ukraine.

According to the Ministry of Education and Science, a memorandum on the new phase of the project was signed at the Ukraine Recovery Conference (URC 2025) in Rome.

Partners in the memorandum under the Swiss-Ukrainian DECIDE project include the Ministry of Education and Science of Ukraine, the Ministry for Communities and Territorial Development of Ukraine, regional military administrations, regional councils, and local communities.

The project aims to involve citizens of territorial communities in education reform and recovery, and to expand access to quality and safe education.

The new phase of the DECIDE project will focus on the following areas:

  • Supporting the implementation of upper secondary education reform, including the establishment of academic lyceums;
  • Assisting the government in reforming the vocational education system;
  • Developing strategic planning systems at the regional and community levels with a focus on education;
  • Reducing bureaucracy and digitalizing education management, as well as reforming the system of educational statistics and analytics;
  • Advancing the professional development of local government officials and civil servants in the education sector;
  • Promoting local democracy through education;
  • Implementing infrastructure projects to restore access to quality and safe education in communities;
  • Supporting intermunicipal cooperation for the creation and effective operation of academic lyceums;
  • Encouraging participatory budgeting in the education sector;
  • Developing career guidance systems in partnership with communities, educational institutions, businesses, and authorities.

The memorandum was signed by Jacques Gerber, the Delegate of the Swiss Federal Council in Ukraine; Oleksiy Kuleba, Deputy Prime Minister for Ukraine’s Recovery and Minister for Communities and Territorial Development; and Yevhen Kudriavets, First Deputy Minister of Education and Science of Ukraine.
