"Kharkiv and Donetsk regions are completely de-energized, partially Zaporizhzhia, Dnipro, Sumy regions. Russian terrorists remain terrorists and hit critical infrastructure. No military facilities, the only target is to leave people without electricity and heat," he wrote on Twitter.
