The turnover of the IT sector in Ukraine in 2025 could increase to $7.56 billion

According to an optimistic scenario, the turnover of Ukraine’s IT sector could increase by 1.03% in 2025 compared to the previous year.

These findings come from the study “IT Research Ukraine 2025: From Adaptation to Restructuring” published by the Lviv IT Cluster.

“In total, the industry’s turnover in 2024 declined by 5.3% to $7.48 billion, marking the second consecutive year without growth. The forecast for 2025 suggests a degree of stabilization: under the optimistic scenario, the industry could reach $7.56 billion (+1.03%), while under the pessimistic scenario it could fall to $7.47 billion (–0.17%),” the report says.

Among the key factors influencing the market, researchers cite the devaluation of the hryvnia and a $280 million drop in export volumes.

 

Last year, the IT sector’s share of Ukraine’s GDP fell to 3.92%. This relative decline was due to faster nominal growth in other sectors of the economy, particularly the defense industry, manufacturing, construction, and energy. Under favorable business conditions and with greater involvement of companies in dual-use and defense solutions, the share could return to 4–4.2% in 2026.

Currently, 2,062 active, verified IT companies operate in Ukraine. Of these, 46% are outsourcing firms, 31% are product companies, 2% are outstaffing companies, and the rest use a mixed business model.

The sector employs 303,000 specialists. Of them, 245,000 live and work in Ukraine—2.9% more than in 2024. The number of Ukrainian IT professionals abroad fell by 10% to 58,000, down from 62,000–64,000 last year. However, migration risks remain significant, with roughly one in five specialists considering moving abroad.

According to IT Research Ukraine 2025, the median income of a technical specialist in Ukraine increased by 4.2% year on year to $2,700.
