The State Enterprise "Ukrainian Defense Industry" (formerly the state concern "Ukroboronprom") has changed the ownership form of 28 enterprises to economic companies as part of the corporate reform. In the process of corporatization, an additional seven enterprises have undergone changes in ownership.

"The management structure consists of a managing company, which is "AT "UOP." In its subordination, there are several sub-holdings by focus areas. Currently, the creation of six to eight sub-holdings is being considered," stated the General Director of the company, Herman Smetanin

According to Herman Smetanin, there are currently no legal industry-specific joint-stock companies (AJSCs) in existence. The company's leadership is carefully approaching the reform process, which involves significant changes in the management system of the "UOP" enterprises.

So far, a management committee has been established, uniting several similar enterprises that form a hypothetical business unit. In early September 2023, "UOP" approved the Anti-Corruption Prevention, Detection, and Counteraction Strategy for 2023-2024.

Within this framework, the process of personnel appointments will be unblocked, and consolidated purchases of non-military goods through the Prozorro electronic trading system will commence.
