Ukraine and Estonia have agreed to update the social security agreement between the two countries

Minister of Social Policy, Family and Unity of Ukraine, Denys Uliutin, discussed bilateral cooperation in the field of social policy with the Minister of Social Affairs of the Republic of Estonia, Karmen Joller, and outlined further steps to deepen the partnership.

“We highly value Estonia’s consistent support, especially in the context of the recovery of Zhytomyr region, where a number of important social projects have already been implemented. In particular, the construction of homes for foster families. Thanks to such initiatives, we are not only rebuilding infrastructure but also strengthening our child protection system by ensuring that children can grow up in a family environment,” Uliutin was quoted as saying by the ministry's press service following the meeting.

It is noted that during the meeting, the parties discussed Estonia's support for key areas of transformation in Ukraine’s social sector, including the introduction of new quality standards for social services. Particular emphasis was placed on the importance of gradually shifting from institutional care to family-oriented models, the development of inclusive education, and the expansion of social services for children with disabilities.

 

 

In addition, the parties discussed challenges in the area of pension provision. Ukraine shared its plans to implement a three-tier pension system.

“As a result, the parties agreed to establish a joint working group to update the social security agreement between Ukraine and Estonia. The Ministry of Social Policy, Family and Unity of Ukraine highly values Estonia’s ongoing support and looks forward to further deepening strategic partnership in the context of postwar recovery and social transformation,” the statement said.
