Ukraine and France expand cooperation in administrative, educational, and cultural fields

As part of the working visit of the government delegation led by Prime Minister Denys Shmyhal to Paris, Ukraine and France signed a number of important agreements aimed at simplifying procedures for Ukrainian citizens as well as expanding cultural and educational cooperation.

In particular, as the Head of the Ukrainian Government reported, a Declaration was signed on simplifying the procedures for mutual recognition and exchange of driver’s licenses. This document will serve as the basis for a future agreement, after which Ukrainians living in France will be able to exchange their licenses without needing to retake exams.

 

 

To deepen partnership in the field of European integration, a Cooperation Program was signed between the General Secretariat for European Affairs of the French Government and the Secretariat of the Cabinet of Ministers of Ukraine. It provides for the exchange of experience and information as well as expert assistance to Ukraine in the negotiation process regarding EU accession.

Additionally, the countries agreed to expand access to learning the French language in Ukraine. An agreement was signed that creates new opportunities for Ukrainian pupils, students, and teachers to study French in schools and universities. It also includes development of teacher training programs, support for bilingual education, and cultural exchange.

Furthermore, as Denys Shmyhal emphasized, France will host “Voyage en Ukraine / Подорож в Україну” — a series of large-scale artistic events and activities promoting Ukrainian culture, to take place in various cities and regions of France from December 2025 to March 2026.

“Ukraine continues to systematically and consistently integrate into the European space,” stressed the Prime Minister of Ukraine.
