This is not about an exchange, but about repatriation - the return of seriously wounded prisoners without any conditions, as international humanitarian law provides.

Ukraine handed over all the seriously wounded captured Russian occupiers to the Russian Federation, whose condition allowed them to be transported.

"Following international obligations, in pursuance of Articles 109-114 of the Geneva Conventions and with the participation of the International Committee of the Red Cross, Ukraine unilaterally transferred the seriously wounded and seriously ill prisoners of war to the Russian side," the Coordinating Headquarters for the Treatment of Prisoners of War reports.

"At the same time, the aggressor state, systematically disregarding international norms, is still holding hostage thousands of Ukrainian citizens, including the seriously ill and wounded, civilians, children and women, the elderly, as well as those who Russia captured before the start of a large-scale invasion," the headquarters noted.
