Prosecutor General Irina Venediktova identified the Russian commander-criminal, who ordered fire on peaceful settlements in the Kharkiv region.


Russian commander of the 38th separate motorized infantry brigade of the 6th general army of the Western Military District of the RF Armed Forces, Sergei Viktorovich Maksimov, ordered the killing of Ukrainians.

According to Venediktova, the Russian criminal commander was in charge of artillery and missile divisions with weapons. Ironically, the colonel was born in Uzhgorod in Transcarpathia.

"He came to the Kharkiv region to kill Ukrainians," the prosecutor general said.

Maksimov is currently suspected of violating the laws and customs of war, combined with premeditated murder.

In particular, prosecutors of the Kharkiv Regional Prosecutor's Office and SBU investigators found that on March 26, this Russian commander ordered his subordinates to use a heavy TOS-1 Buratino thermobaric multiple rocket launcher on residential areas in the villages of Mala Rohan and Vilkhivka.

As a result of the attack, residential buildings, the Mala Rohan Lyceum and the dairy were damaged. A 13-year-old girl was injured in the shelling and died in hospital a few days later.

"He was well aware that there were no military facilities there. In addition, the use of such weapons in places where civilians are concentrated is prohibited by international law," Venediktova said.
