On Monday, February 24, 2025, Ukraine's Deputy Prime Minister for European and Euro-Atlantic Integration – Minister of Justice, Olha Stefanishyna, and the EU Commissioner for Budget, Anti-Fraud, and Public Administration, Piotr Serafin, signed an Administrative Arrangement between the Government of Ukraine and the European Commission on the secondment of Ukrainian civil servants to the European Commission.

The signing ceremony concluded the joint meeting of the Government of Ukraine and the European Commission, which took place today in Kyiv.

"The secondment of Ukrainian civil servants to the European Commission will not only provide valuable experience but also deepen cooperation with the EU. This is an important step in enhancing the effectiveness of Ukraine's EU accession negotiations," stated Olha Stefanishyna.

The purpose of the agreement is to establish a legal framework for the temporary secondment of Ukrainian civil servants to the European Commission to facilitate experience exchange, practical skills development, and familiarization with the working methods and policies of the European Commission, as well as to strengthen dialogue and cooperation between Ukraine and the EU.

According to the Administrative Arrangement, Ukrainian civil servants will have the opportunity to participate in:

  • The National Experts in Professional Training Programme (NEPTs), which offers internships at the European Commission for a period of 3-5 months.
  • The Seconded National Experts (SNEs) programme, which allows them to take up positions as national experts at the European Commission for up to two years.

After completing their secondment, participants will return to their respective national government bodies.

The implementation of this agreement is expected to contribute to the professional development and qualification enhancement of Ukrainian civil servants, the institutional strengthening of Ukraine's public administration, the establishment of professional contacts with the EU, and the support of relevant European integration reforms.
