On July 10, 2025, as part of the Ukraine Recovery Conference (URC2025) in Rome, a key panel discussion titled “Restoring Ukraine’s Energy Infrastructure: Investing in Clean Energy Production and System Resilience” will take place.
The event carries strategic importance for Ukraine’s energy sector as it brings together political leaders, international financial institutions, and leading companies to form a common vision for post-war energy recovery.
Key participants include:
- Herman Halushchenko, Minister of Energy of Ukraine
- Gilberto Pichetto Fratin, Italy’s Minister for the Environment and Energy Security
- Kadri Simson, European Commissioner for Energy
- Rafael Grossi, Director General of the IAEA
- Representatives of the U.S. Department of Energy
- Leaders of major energy companies from Ukraine, Italy, Europe, and globally
The discussion will include two rounds:
- The first round will feature government officials and institutional leaders outlining strategic directions and political frameworks for international cooperation.
- The second round will highlight private sector perspectives, investment needs, partnership opportunities, and models for scaling public-private investments.
Participants will also share experiences of international cooperation during energy crises, discuss climate neutrality goals within the Ukraine Facility, and explore ways to support Ukrainian companies in securing financing. Special attention will be paid to the role of natural gas as a transitional element in decarbonization.
A major pillar of Ukraine’s energy independence is nuclear energy.
Ukraine ranks 10th in the world by number of nuclear units and 7th by installed capacity (13,835 MW). The country is currently modernizing its existing nuclear fleet and planning new nuclear capacities. Notably, Ukraine and the U.S. are cooperating on projects to replace coal plants with small modular reactors (SMRs) and decarbonize metallurgy using SMRs. This focus on SMRs is aligned with Ukraine’s goal of achieving climate neutrality by 2050.
During the panel, participants will discuss nuclear energy development projects and sign agreements on concrete steps toward their implementation.
The discussion will also cover the restoration of Ukraine’s energy infrastructure as the foundation for accelerating the energy transition, strengthening energy security, and attracting investment. Topics will include modernizing heat supply systems, building new substations and grids with advanced technologies, and expanding investment in renewables, decentralized generation, and smart grids.
URC 2025 is the fourth Ukraine Recovery Conference, continuing a series of high-level political events focused on Ukraine’s rapid recovery and long-term reconstruction following Russia’s full-scale invasion.
