WINWIN launches EdTech center of Excellence in Ukraine

The Ministry of Digital Transformation of Ukraine, together with the Ministry of Education and Science of Ukraine and international partners — UNICEF, ESTDEV, Google for Education, and the East Europe Foundation — is launching the WINWIN EdTech Center of Excellence. This platform will unite government, business, academia, and the civic sector to create and scale educational innovations.

The center will serve as an entry point for Ukrainian and global EdTech solutions, integrating them into the education system and developing new learning models focused on the needs of the future. Its main mission is to bring together business and government to implement innovative educational solutions that ensure modern, accessible, and competitive education for Ukrainians.

The official presentation of the center took place during the Fifth Summit of First Ladies and Gentlemen in Kyiv.

“The opening of the WINWIN EdTech Center of Excellence is the next step in the development of Ukraine’s digital ecosystem. Already today, projects such as Mriya, Diia.Education, and the CDTO Campus are transforming not only access to knowledge but also the very logic of the educational process. Innovation originates in business, but partnership with the state and a holistic ecosystem make it possible to scale and make it accessible to millions. The WINWIN EdTech CoE should become a driver of breakthrough for the entire EdTech sector and strengthen Ukraine’s global competitiveness. The WINWIN 2030 strategy opens new markets for Ukrainian solutions and launches fast tracks for priority sectors, including EdTech. After all, education today is the foundation of a country’s competitiveness in a world that changes every day,” said Mykhailo Fedorov, First Deputy Prime Minister of Ukraine and Minister of Digital Transformation.

The center is being created within the framework of the WINWIN Digital Innovation Development Strategy to 2030, which the government approved at the end of 2024. EdTech is one of its priority sectors.

“Today it is extremely important to track global trends in education in a timely manner, look for new technologies, and remove barriers to their testing. The WINWIN EdTech Center of Excellence should become a space where innovations can be quickly and safely tested and the best solutions scaled nationwide. We must move quickly but also prudently so that every educational innovation truly works for Ukrainian children, students, and educators,” added Valeria Ionan, Advisor to the First Deputy Prime Minister of Ukraine.

Education in Ukraine today faces a number of serious challenges: infrastructure destruction due to war, learning losses, the need for inclusive technologies, development of digital literacy, and integration of artificial intelligence into the learning process. The WINWIN EdTech Center of Excellence will address these issues by conducting comprehensive research and identifying the best Ukrainian and international solutions to ensure high-quality, up-to-date, and modern education, quickly testing them, and scaling the most successful practices.

The center’s main areas of work:

  • Analysis and research. Studying global trends and the latest educational innovations to adapt them to the Ukrainian context and propose practical solutions to overcome key challenges in Ukraine’s education system.
  • Technology and pilots. Testing new EdTech solutions in the education system, scaling the most successful practices, and preparing policy recommendations on educational technologies for the government.
  • Educational ecosystem. Bringing together students, teachers, universities, businesses, and clusters in ongoing dialogue to jointly shape the vision for the future of education.

Thanks to cooperation with international partners, we are able to develop innovative approaches and educational projects such as Diia.Education, Mriya, and CDTO Campus. We are pleased that the pool of partners is expanding and that today we are launching another initiative — the WINWIN EdTech Center of Excellence. This is a step towards making Ukrainian education more resilient, more technological, and capable of shaping a new generation of leaders. After all, the quality of education today will determine what Ukraine will be tomorrow,” emphasized Viktor Liakh, President of the East Europe Foundation.
