Japan to deliver 66 units of technical equipment to frontline regions

As part of the Emergency Recovery and Reconstruction Project supported by the Japan International Cooperation Agency (JICA), technical equipment will be delivered to Ukraine’s frontline regions. In particular, this includes:

  • 20 modular Ukrposhta branches for frontline areas. These are fully functional postal hubs installed in communities where permanent post offices were destroyed or damaged by hostilities. They ensure stable postal and financial services even amid severely limited infrastructure.
  • 40 additional units of heavy equipment for debris removal and municipal services in the Sumy, Zaporizhzhia, and Chernihiv regions.
  • One modern training simulator for educating operators of heavy construction machinery, as well as five units of modern construction and cargo equipment for students of the Training Center for Education, Retraining, and Advanced Skills Development in Bila Tserkva.

“Japan remains one of our key strategic partners whose support is systematic and timely. It is critically important for us to ensure the functioning of frontline regions that are under daily shelling. This assistance enables communities to recover quickly, provide basic services to people, and become more resilient despite all the challenges of war,” emphasized Oleksii Kuleba, Vice Prime Minister for the Restoration of Ukraine and Minister for Communities and Territories Development.

Procurement will be carried out by the Japanese side, and the equipment will be delivered to Ukrainian cities over the next six months.

“Cooperation with JICA is delivering tangible results for our communities. The supply of modular Ukrposhta branches ensures uninterrupted access to postal and other services where they are limited due to hostilities. At the same time, additional heavy equipment for Sumy, Zaporizhzhia, and Chernihiv regions is an operational resource for clearing debris and rapidly restoring municipal infrastructure,” noted Maryna Denysiuk, Deputy Minister for Communities and Territories Development of Ukraine.

The Emergency Recovery and Reconstruction Project is an international technical assistance initiative aimed at restoring infrastructure through quick impact projects (QIP).

The project has already proven its effectiveness through rapid responses to community needs, including the provision of essential equipment to municipal services, educational institutions, and hospitals, as well as expert support and training activities.

Overall, since 2023, technical and grant assistance projects from the Government of Japan, coordinated by the Ministry for Communities and Territories Development and implemented jointly with JICA, have provided over USD 700 million in aid. These funds have been directed toward energy, transport infrastructure, healthcare, education, water supply, humanitarian demining, the agro-industrial sector, and municipal facilities.
