In the city of Kupiansk, Kharkiv region, over 95% of buildings have been destroyed or damaged, and delivering humanitarian aid is impossible due to the activity of Russian drones.

This was reported on Hromadske Radio by Andriy Besedin, head of the Kupiansk City Military Administration.

“Unfortunately, without changes, the situation remains critical. The proximity of Russian forces, the use of various weapons, and FPV drones, which monitor all logistics routes and city access points, prevent not only full-scale evacuation efforts but also the delivery of humanitarian aid or the repair of critical infrastructure. Guided aerial bombs destroy the city daily, and as of today, over 95% of it has been destroyed or damaged. Most importantly and tragically, people continue to be killed and injured every day,” Besedin said.

According to him, yesterday the enemy dropped four GAB bombs on Kupiansk, and in September alone, the city has already suffered over 1,100 strikes in the Kupiansk community, including 36 guided aerial bombs, two of which weighed 1.5 tons.

“The only thing that can save lives is evacuation,” Besedin emphasized.

He added that a six-year-old girl injured in Kupiansk is currently in moderate condition in a Kharkiv hospital. Authorities are still investigating why the child was in the city, as children had been evacuated from the area at the end of last autumn.

“This is a tragic and shocking case. This child was evacuated from the Kupiansk district; she is not from the Kupiansk community but from a neighboring one. She was forcibly evacuated with her parents. How she ended up in the city is now being investigated by law enforcement, with criminal proceedings underway. I think this case will show other parents who want to return to dangerous areas with their children that they should not do so,” said the head of the Kupiansk military administration.

According to the city administration, 1,785 residents remain in the community, including 780 on the right bank of Kupiansk itself.

Evacuation rates remain extremely low, Besedin noted.
