Larry Fink: Long-term security, the rule of law, and reforms are the foundation for attracting investors to Ukraine

Long-term investors that the leading investment company BlackRock works with worldwide—those who are highly interested in helping Ukraine recover—see long-term and decisive security, the rule of law, and continuation of reforms as extremely important conditions, said BlackRock CEO Larry Fink.

“This is the foundation for everything that comes next. It is an important basis for reconstruction,” he said at the Ukrainian Breakfast in Davos during the World Economic Forum on Thursday, organized by the Victor Pinchuk Foundation, Interfax-Ukraine reports.

Fink noted that capital has many paths for development, but it usually follows opportunities.

“But opportunities arise when there is security, predictability, and importantly—I want to emphasize this for Ukraine—the rule of law. Not the other way around,” the BlackRock CEO stressed again.

According to him, governments lead on matters of peace and security, while the private sector follows once these conditions are in place.

“This is not just a question of reconstruction. In my conversations with the Ukrainian government, it is a question of economic direction. Ukraine’s future will depend on whether it can establish strong governance, absolute transparency, and a system of reforms necessary to attract long-term investments, long-term capital, and deeper integration into European and global capital markets,” Fink emphasized.

In his view, it is necessary to bring together politicians, investors, and business leaders in one room so that each party’s responsibility is clear and efforts are coordinated, and this task is achievable.

“If we could show these fundamental issues of peace, security, the rule of law, and the direction the government will take Ukraine for all its people, I could… say that capital exists, is available, and is ready to be part of this,” the BlackRock CEO said.

He added that capital seeks fair returns, meaning it could attract sovereign wealth funds, pension funds, and insurance companies to Ukraine under such conditions.

“And I truly believe that between the fundamental issues of the public sector, on which the EU and the United States are working, private capital will be alongside,” Fink concluded.
