On November 26, 2022, a meeting of the Prime Ministers of the member states of the Lublin Triangle - Ukraine, the Republic of Lithuania and the Republic of Poland – was held in Kyiv, according to the results of which Prime Ministers:

emphasized the significant role of the Lublin Triangle in consolidating international support for Ukraine in countering Russia's armed aggression;

confirmed their readiness to continue active cooperation in restoring the territorial integrity and sovereignty of Ukraine within its internationally recognized borders;

condemned systemic war crimes committed by Russia's forces in regions of Ukraine, including deliberate, indiscriminate, and disproportionate attacks against the civilian population and elements of the civilian infrastructure;

condemned the forced deportation by the Russian occupiers of thousands of Ukrainian citizens, including children, from the temporarily occupied territories of Ukraine to Russia;

condemned the continued attacks of the Russian armed forces around Ukrainian nuclear sites and the illegal seizure of the Zaporizhzhia Nuclear Power Plant and its use by the aggressor as a military base. Those actions grossly violate international law and create a direct threat to nuclear safety and security in Ukraine and in the region

condemned the organization by Russia of illegal so-called referendums in regions within the internationally recognized borders of Ukraine and the attempted illegal annexation of the Donetsk, Kherson, Luhansk and Zaporizhzhia regions of Ukraine;

confirmed the non-recognition of any alteration by Russia of the status of the Donetsk, Kherson, Luhansk or Zaporizhzhia regions of Ukraine as well any other part of the territory of Ukraine; 

confirmed further readiness of the Governments of Ukraine, the Republic of Lithuania and the Republic of Poland to enhanced cooperation on issues relevant to the three countries, the restoration of the European security and protection and promotion of democratic values in the world;

confirmed their readiness to intensify the discussion within the Alliance on inviting Ukraine to negotiate its joining NATO considering the upcoming 2023 NATO Summit in Vilnius. The governments of the Republic of Lithuania and the Republic of Poland expressed hope for achieving tangible progress on this path as soon as possible.

confirmed the further importance of trilateral cooperation in such areas as: military and defense cooperation using NATO and the EU potential, where the joint Lithuanian-Polish-Ukrainian military units of the brigade level (LitPolUkrBrig) named after the Grand Hetman Kostiantyn Ostrogski is indispensable; cyber security and fight against disinformation; energy security and countering Russia's use of energy as an instrument of geopolitical pressure and blackmail; cooperation of security institutions; coordination in other regional formats and international organizations;

emphasized the importance of further strengthening of military, financial and humanitarian assistance to Ukraine; 

expressed commitment to raise with our partners the issue of securing defense equipment for Ukraine, to continue supplying Ukraine with military equipment and weapons and to deepen our cooperation in the sphere of our defense industrial potential development;

noted the progress achieved by Ukraine in implementing the seven recommendations provided for in the European Commission's Opinion on Ukraine's application for membership of the European Union, and supported the start of accession negotiations immediately after the European Commission adopted a positive assessment in this regard;

confirmed the readiness to continue their efforts to secure regular and structured EU budget support for Ukraine during 2023 to ensure macroeconomic and general sustainability and resilience of the financial sector of Ukraine amid Russia's military aggression and subsequent economic challenges for Ukraine;

confirmed further participation in the restoration and reconstruction of infrastructure damaged as a result of Russia's full-scale aggression against Ukraine, including within the framework of the Fast Recovery Plan, the Fund for the Recovery of Ukraine, the Trust Fund of the World Bank for the Recovery of Ukraine and the Rebuild Ukraine Platform;

called on the international community to recognize the importance of strengthened effective cooperation of all the international actors and stakeholders (UN, EU, international financial institutions) concerning the provision of financial and advisory support for Ukraine but also for the countries which are currently supporting large numbers of Ukrainian, who are under temporarily protection status;

emphasized the importance of further strengthening international sanction pressure on Russia to undermine the ability of the aggressor state to continue its war against Ukraine based on the UN Resolution No. A/ES-11/L.6 dated 14.11.2022; further international isolation of Russia, which should be excluded or suspended from the rights of members of international organizations, and their access to the instruments of these organizations should be blocked; and underlined the importance of strengthening international sanctions against Belarus which is enabling Russia’s war;

welcomed the creation of an international advisory council for the Ministry of Energy of Ukraine, which also supports the energy sector of Ukraine, and agreed on further cooperation for the purpose of building sustainable and secure energy systems;

stated that cooperation and coordination of actions in the energy sector of all involved parties are important for the security of all countries and Europe as a whole;

called on further strengthening of cooperation and coordination of actions in the energy sector of all parties involved to restore energy supply, as soon as possible;

supported the need to ensure comprehensive accountability for all crimes on the territory of Ukraine, including the crime of aggression;

emphasized the importance of investigating the war crimes of Russia and its officials aimed at bringing the perpetrators to justice, and other crimes in accordance with the international law that could have been committed on the territory of Ukraine, in particular through the International Criminal Court;

supported the expedite introduction of an international register of damage to serve as a record, in documentary form, of evidence and claims information on damage, loss or injury to all natural and legal persons concerned, as well as Ukraine, caused by internationally wrongful acts of Russia in or against Ukraine, as well as to promote and coordinate evidence-gathering;

supported the need for the establishment of an international legal mechanism for compensation for reparation for the damage, loss or injury and arising from the internationally wrongful acts of Russia in or against Ukraine modalities of which should be under further discussions;

emphasized necessity of cooperation within the framework of the EU, foreign governments, international organizations, donor institutions in the development of tools to support the reconstruction and modernization of Ukraine and its consolidation by international partners in order to overcome the consequences of the destructive actions of the Russian army on the territory of Ukraine;

emphasized the importance of Ukraine's role in ensuring global food security, the expansion of the grain export initiative to include more sea ports, the need to make additional efforts for the further functioning of the grain corridor in the Black Sea as well as securing alternative routes for exports of Ukrainian grains and other agriculture products, particular in the context of high risk of repetitive actions by Russia aimed at compromising maritime transportation from Ukraine;

the Government of Ukraine expressed gratitude for the unprecedented level of support and solidarity of the Republic of Lithuania and the Republic of Poland with Ukraine and the Ukrainian people, leadership on the sanction track and holding Russia accountable for the crime of aggression;

the Government of Ukraine has confirmed its readiness to support Lithuanian and Polish businesses in establishing offices and production facilities in Ukraine;

the Government of Ukraine expressed appreciation for the fruitful cooperation and support from the Government of the Republic of Lithuania and the Government of the Republic of Poland during the process of emergency synchronization of Ukrainian electricity system with the system of Continental Europe, as well as for the immediate humanitarian aid and equipment that supports the stable operation of the critical energy infrastructure of Ukraine, damaged as a result of Russian attacks, and its repair;

noted the need for cooperation to reduce risks for regional and global food security by promoting the export of agricultural products at the EU level through the EU-Ukraine Solidarity Lanes Initiative;

called on the international community to define the restoration of Ukraine’s territorial integrity, the liberation of the entire temporarily occupied territory of Ukraine as a clear common goal;

noted the success of Ukraine's military operations in the south and east of the country as an important component aimed at completing liberation of the territory of Ukraine from Russia;

paid tribute to the victims of the war and the heroic military efforts of the Armed Forces of Ukraine, as well as the entire Ukrainian people, aimed at protecting their Motherland from the aggression of Russia;

noted the effectiveness of multi-level cooperation within the framework of the Lublin Triangle, readiness for its further deepening in all directions relevant for Ukraine, the Republic of Lithuania and the Republic of Poland.
