GreenTech is one of Ukraine’s key strategic directions to integrate into Europe’s new energy architecture, become a producer of critical components for the green economy, and a trusted tech partner to the EU.
The GreenTech sectoral strategy outlines a vision for transforming Ukraine’s energy, transport, and industry sectors through innovation. It focuses on renewable energy, the hydrogen economy, and climate technologies — strengthening Ukraine’s energy independence and positioning the country in global value chains.
"GreenTech is a strategic opportunity for Ukraine to become an active participant in Europe’s green transition and an exporter of sustainable energy technologies. Our goal is to build an innovation ecosystem that unites science, business, and digital tools to reduce import dependency and involve Ukrainian developers in creating next-generation solutions," said Valeriya Ionan, Deputy Minister for European Integration, Ministry of Digital Transformation of Ukraine.
Key opportunities GreenTech unlocks:
- Energy independence and new markets: Ukraine can reduce fuel imports and become a net exporter of clean energy and hydrogen through the development of solar, wind, and bioenergy.
- Critical materials: Domestic production of lithium, nickel, and other battery/renewable inputs opens access to the EU’s green supply chains.
- Digital energy transformation: Smart grids, AI-based dispatching, and energy management systems can enable more efficient, decarbonized energy use.

What’s needed to realize this vision?
Building a forward-looking ecosystem focused on sustainable technologies and export-ready production. The strategy includes:
- Construction of bioethanol, biomethane, and biogas plants using agricultural, municipal, and wood waste.
- Partnerships with international tech players to improve innovation and scale exports.
- Production of components for renewables — metal structures, power electronics, and key industrial equipment.
- Integration of renewables and energy storage into the grid, with digital energy use tracking and management.

AI Center of Excellence for GreenTechA unique Ukrainian hub combining AI, dispatching, and energy storage — boosting efficiency and cutting emissions.
Biofuel productionUkraine already has the potential to produce bioethanol, biomethane, and biodiesel from agricultural and household waste — opening export opportunities under EU standards.
Green energy components manufacturingExpanding local production capacity would reduce import dependence, attract investments, and create jobs — despite current challenges like skills gaps and critical component imports.
By advancing renewable and nuclear energy and implementing a green industrial transition, Ukraine can become a strategic partner to the EU in the green transformation.
