Industrial production in Ukraine in the first quarter of 2025 decreased by 6.1% compared to the same period last year. In January, the indicator was -4.8%.

This was reported by the head of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy, Danylo Hetmantsev, citing statistical data.

He noted that although the rate of decline in the manufacturing industry is slowing, there is still a 2.1% reduction in production.

“The food industry reduced output by 12.3%. Growth in meat and meat products production by 6.0%, fish products by 5.2%, fruit and vegetable products by 4.2% did not compensate for the reduction in production of vegetable oil and animal fats by 24.9%, flour and cereals products, starches and starch products by 13.9%, bread and bakery products, short shelf-life flour confectionery by 11.7%, sugar by 83.8%,” Hetmantsev specified.

In the extractive industry, production declined by 15.0% compared to Q1 2024. Extraction of metal ores decreased by 4.0%, hydrocarbons (oil and gas) by 14.8%, coal by 42.1%.

Growth in light industry is slowing — from +28.8% in January, +13.2% in January–February to +8.7% for the first quarter.

“If this dynamic continues, by mid-year it can be forecasted that this industry will also face a reduction in production volumes,” the MP noted.

Growth slowdown is also recorded in the metallurgical sector — down to 7.9% from 11.7% at the beginning of the year, specifically production of pig iron, steel, and ferroalloys decreased to 6.4% from 10.0%, and production of other primary steel processing products went from +18.0% at the end of January to -1.6% in January–March 2025. Production in the oil refining industry decreased by 19.9%.

“The situation in the mechanical engineering sector slightly improved — from -7.3% at the beginning of the year to +1.9% for Q1. At the same time, there are still problematic areas here: for example, production of metalworking machines and machine tools decreased by 20.3%, other special purpose machines and equipment by 23.8%,” Hetmantsev concluded.
