The funds will be allocated under the Emergency Recovery Programme aimed at critical infrastructure. The Grant Agreement with the Government of Japan has been agreed at the end of March 2023.

On April 14, 2023, the Grant Agreement was signed by Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities, Territories and Infrastructure Development, and Hideya Kobayashi, Senior Deputy Director General of JICA.

“I would like to thank the Government of Japan for its systematic assistance to Ukraine. This is the second grant agreement signed with the JICA. Such support allows us to implement rapid recovery and humanitarian recovery projects in a timely and efficient manner.

First and foremost, we are focused on meeting the basic needs of our citizens and restoring critical infrastructure.

The civilised world did not stand aside from the extremely difficult problems in Ukraine due to the full-scale war. And we really appreciate this support. For our part, we are doing everything we can to make the reconstruction process as transparent and accountable as possible,” said Oleksandr Kubrakov.

The funds will be allocated to improve and support the following areas:

  • equipment for humanitarian demining,
  • transport services,
  • energy services,
  • demolition waste management,
  • water supply,
  • medical equipment,
  • equipment for the provision of educational services,
  • agricultural sector,
  • public broadcasting sector,
  • the public utilities sector at the level of local governments.

In addition, the Government of Japan will allocate USD 70 million in grant support for Ukraine’s recovery through the United Nations Development Programme. In total, since the beginning of the year, Ukraine and Japan have agreed on the allocation of more than USD 600 million for the reconstruction of Ukraine.

JICA is a Japanese government agency that provides technical assistance, grants and concessional loans to foreign governments.
