Switzerland has approved an agreement on participating in Ukraine’s reconstruction

The Swiss Federal Council approved the Agreement between Switzerland and Ukraine on cooperation in Ukraine’s reconstruction at its meeting on Wednesday, according to the official Swiss government portal.

“The Federal Council approved the draft of a bilateral cooperation agreement between Switzerland and Ukraine on reconstruction of the country. The draft agreement would establish the legal basis for closer involvement of the Swiss private sector in Ukraine's reconstruction process. This agreement will be signed at the 2025 Ukraine Recovery Conference to be held in Rome,” the statement says.

The agreement will allow Ukraine to purchase goods and services from Swiss companies for reconstruction projects in the form of non-repayable financial assistance. Support will primarily focus on sectors that are strategic priorities for Ukraine, where Swiss international cooperation is already active and where Switzerland has competitive expertise. These sectors include energy, transportation and mobility, mechanical engineering, construction, water resources, and disaster prevention and preparedness.

The agreement outlines that Ukraine will play a key role in defining the projects: it will identify its reconstruction needs and provide a list of required goods and services from Switzerland. These will be procured in accordance with Swiss public procurement law.

“The Federal Council’s delegate for Ukraine, Jacques Gerber, will sign the agreement together with Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine, on the sidelines of the fourth Ukraine Recovery Conference, which will take place in Rome on July 10–11, 2025. This high-level conference series was launched in Lugano in 2022 following the outbreak of the war against Ukraine and is dedicated to both rapid recovery and long-term reconstruction. After signing, the Federal Council will initiate the consultation process and submit the agreement to the Federal Assembly for approval,” the statement continues.

On February 12, 2025, the Federal Council adopted its Ukraine program for 2025–2028. This marks the beginning of a 12-year process of federal support for reconstruction, reforms, and sustainable development in Ukraine. A total of 1.5 billion Swiss francs (approximately $1.86 billion) from the international cooperation budget has been allocated for this purpose through 2028, with one-third earmarked to increase Swiss private sector participation in Ukraine’s recovery.
