The Dutch Military Intelligence and Security Service (MIVD) reports an increase in hybrid attacks aimed at undermining and weakening Dutch society.
This was reported by the Ministry of Defence of the Netherlands.
"The Netherlands is increasingly facing hybrid attacks that aim to undermine and weaken our society. Particularly, Russian brutality in this regard is increasing," stated the Dutch Military Intelligence and Security Service (MIVD).
The report emphasizes that particular concern is raised by Russia's activities, which, according to intelligence, are becoming more active in cyberspace. This is mentioned in the MIVD's annual report for 2024, which was presented to the House of Representatives today.
The report notes that Russian hackers launched a cyberattack in 2024 on the digital system of one of the public infrastructure facilities. This was the first known case of a cyberattack aimed at sabotage in the Netherlands. Although the attack did not cause damage, it served as a warning signal about the growing cyber threat.
Additionally, MIVD uncovered attempts by Russia to infiltrate the country's critical infrastructure networks, likely preparing for future sabotage. Russian hackers were unable to access the systems, but the intelligence service considers these operations part of a broader destabilization strategy.
There were also attacks on the websites of political parties and public transport systems. These actions were aimed at disrupting the European Parliament elections by creating obstacles for citizens' participation in voting.
Due to its geographical location and developed infrastructure, the Netherlands holds strategic importance for NATO and European security. This makes the country a key target for Russia, MIVD emphasizes.
The intelligence service also reported on the underwater activities of Russian forces in the North Sea, indicating surveillance of internet cables and energy facilities. These actions are seen as preparations for potential sabotage that could have serious consequences not only for the Netherlands but for all of Europe.
MIVD Director, Vice Admiral Peter Reesink, stressed that the Russian threat to Europe remains even if the war against Ukraine ends. He stated that Russia is rapidly building military power as it already operates under a wartime economy, while NATO’s defense strengthening remains slower.
Defense Minister Ruben Brekelmans emphasized that the Netherlands faces cyberattacks, espionage, and sabotage attempts on a daily basis. He called for immediate strengthening of the armed forces and defense industry.
"This annual report confirms that we live in a gray zone between war and peace," said Brekelmans."The task is clear. In the Netherlands, we are already defending ourselves daily from cyberattacks, espionage, and sabotage attempts. At the same time, we must quickly strengthen our military capabilities. This applies to both the Netherlands and other European countries within NATO. To prevent vulnerability to Russia, rapid growth of our armed forces and defense industry is necessary. Only in this way can we prevent further Russian aggression in Europe," emphasized the minister.
Peter Reesink added that the situation in international politics is changing rapidly, and former security guarantees are no longer stable.
"The scale of the changes and their impact on our security is unprecedented," he noted.
