The European Business Association (EBA) proposes that the government and parliament revise bill No. 11492 on the prohibition of the use of sanctioned software and promote the development of Ukrainian IT products. The Association suggests developing a "clear list of hostile software products and categories of electronic resources" that fall under the law. This includes creating criteria to identify resources for prohibition and clarifying vague terms that "require more precise definitions."

"According to the Association's experts, transitioning to domestic software requires significant resources. Therefore, businesses believe it is necessary to provide state support (financial aid, tax incentives, or subsidies for licenses for new software) to companies making this transition," reads the EBA statement.

It emphasizes the importance of a 12-24 month transition period to minimize the impact of software changes on companies' operational activities and reduce risks to the economy. The EBA also advocates for supporting the development of Ukrainian IT products.

"This will not only reduce dependence on foreign software but also stimulate the growth of the national IT industry. According to the Association’s experts, the introduction of grant programs and investment incentives for Ukrainian developers and expanding cooperation between the state and IT companies will foster such growth," the Association believes.

It is noted that transitioning to domestic products requires significant resources, including those from software integrators. The EBA highlights a shortage of specialists in this field and proposes implementing economic reserving for critical specialists in this industry.
