The European Union emphasizes the principle that no peace initiative regarding Ukraine can take place without Ukraine itself, and expresses readiness to intensify sanctions on Russia.

This was stated in a declaration made by the EU at a meeting of the OSCE Permanent Council in Vienna.

"We reaffirm the unwavering support of the European Union for Ukraine's independence, sovereignty, and territorial integrity within its internationally recognized borders, as well as for a comprehensive, just, and lasting peace based on the UN Charter and international law, in accordance with the key principles and objectives of Ukraine's Peace Formula. We emphasize the principle that no initiative regarding Ukraine can take place without Ukraine," the statement reads.

The European Union also confirmed its determination to provide financial, economic, humanitarian, military, and diplomatic support to Ukraine and its people "for as long as necessary and with the intensity required to allow Ukraine to exercise its inherent right to self-defense."

It was noted that the European Union and its member states are Ukraine's largest international donors.

"We have already provided over 134 billion euros, but it is clear that Ukraine requires even more assistance," the statement emphasized.

The EU also reaffirmed its commitment to limiting Russia's ability to conduct its aggressive war.

"On December 16, the EU adopted the 15th sanctions package targeting Russia's shadow fleet, shipping companies, and its military-industrial complex. We are prepared to escalate pressure, including through additional sanctions," the EU stated.

The statement also condemned the support from third countries, as well as entities and organizations within them, that help Russia continue its aggressive war against Ukraine.

"The supply of weapons and the deepening of military cooperation between Russia, North Korea, and Iran, as well as the deployment of North Korean troops in Russia and their use on the battlefield against Ukraine, constitutes an international escalation of the war, with serious consequences for international peace and security. The EU calls on all countries to immediately cease any direct or indirect assistance to Russia in its aggressive war against Ukraine. We urge the aggressor, Russia, to immediately end its illegal war and fully and unconditionally withdraw all its forces and military equipment from the entire territory of Ukraine within its internationally recognized borders," the statement concluded.
