The Cabinet of Ministers of Ukraine adopted a resolution approving changes to the Agreement between the Government of Ukraine and the Government of the Republic of Finland on implementing the "Finnish support for Ukrainian school reform" project dated March 5, 2018.
The relevant agreement between Ukraine and Finland regarding the continuation of the project was signed by the Prime Minister of Ukraine Denys Shmyhal, and the Prime Minister of the Republic of Finland Sanna Marin on May 26, 2022 in Kyiv. According to the agreement, the work of the project was extended until 2023.
Finnish support for Ukrainian school reform (the "Learning Together" project) is a four-year cooperation program that began between Ukraine and Finland in July 2018 and was joined by the EU at the end of 2018.
The expected long-term impact of the program is to improve the quality of education in Ukraine and how Ukrainian citizens perceive their education system.
Finnish support for Ukrainian school reform focuses on general secondary education and aims to achieve three interconnected clusters and cross-cutting elements.
Three initial interconnected clusters:
- teacher training,
- popularization of education,
- development of the educational environment.
EU support is fully integrated into three clusters based on end-to-end support for expanding the teaching of Ukrainian as the state language among national minorities. In addition, inclusive education for all is supported as an initial cross-cutting element in all three clusters.
Finnish support for Ukrainian school reform is well aligned with Finnish policy, as Ukraine plays an increasingly important role in bilateral cooperation in Finland.
Under the current development policy, Finland will support structural reforms and reconstruction in Ukraine, as Russia's military aggression poses a security threat to Europe, and Ukraine needs assistance for its structural reforms and recovery efforts.
