The U.S. makes first contribution to fund established under seabed agreement

The U.S. International Development Finance Corporation (DFC) has made an investment commitment of $75 million to the American-Ukrainian Reconstruction Investment Fund, while Ukraine will double this contribution.

Prime Minister Yulia Svyrydenko reported this on Telegram.

“The Reconstruction Investment Fund begins its operational work — there is the first contribution! The U.S. International Development Finance Corporation (DFC) has made an investment commitment of $75 million to the American-Ukrainian Reconstruction Investment Fund, and Ukraine will double this contribution. Thus, we are forming the starting positions of the Reconstruction Investment Fund with a total of $150 million. This is another important step in the process of launching the full operation of the Fund, and from today we can announce: operational work has started,” she wrote.

Svyrydenko noted that the initial focus is on projects in energy, infrastructure, and critical minerals. According to her, the government aims to implement three projects by the end of 2026.

The Prime Minister emphasized that the fund is based on the principle of equality.

“Ukraine takes on the same financial obligations as the American side. This not only demonstrates our responsibility but also emphasizes that we consider the Fund as a joint instrument for reconstruction and long-term cooperation,” she said.

Svyrydenko added that the decision opens the way for financing the first large-scale projects, creating modern production facilities, new jobs, and technological solutions that will strengthen Ukraine’s economy and security.

“This seed capital has additional significance for us: American investments can become a reliable security guarantee both for Ukraine and for American business in our country,” the head of government noted.

The American-Ukrainian Investment Fund was officially launched on May 23, 2025. The fund will invest the contributions made by the U.S. and Ukraine in projects related to natural resource extraction, oil and gas, ports, as well as the relevant infrastructure in our country.
