Ukraine has attacked the largest oil refinery in Central Russia for the second time in a week

Ukrainian drones attacked Russia’s Ryazan region overnight on 20 November, regional governor Pavel Malkov reported. According to Astra and Ukrainian monitoring channels, the strike targeted the Ryazan oil refinery — the largest in Central Russia. A fire broke out at the facility after the drone raid.

This marks the second attack on the refinery within a week, the second this month, and the third since the beginning of autumn. The plant was previously targeted by Ukrainian drones on 15 November, 23 October and 5 September. It was also hit on 2 August, when Ukraine’s Armed Forces began systematically striking Russia’s energy infrastructure. The Ryazan refinery, owned by Rosneft, processed 13.1 million tonnes of crude in 2024 and accounts for 5% of Russia’s total refining capacity. It supplies fuel to the Moscow region.

In addition, according to ASTRA, 16,000 people were left without electricity after drone strikes on substations in Russia’s Kursk region. The regional governor confirmed outages in the Glushkovsky, Rylsky and Korenevsky districts, but did not specify which facilities were hit or how long the engineering and demining inspection would take.
