Ukraine has received $50 million from the World Bank under the THRIVE healthcare project

Ukraine has received USD 50 million from the World Bank as part of the implementation of the healthcare project “Transforming Healthcare through Reforms and Investment for Value Enhancement” (THRIVE).

A key condition for receiving the funds was an increase in the capitation rate for primary healthcare (payment per patient who has signed a declaration with a primary care physician) to at least UAH 825. In line with the government’s decision in December 2024, the capitation rate for 2025 is set at UAH 844.4, up from UAH 786.65 in 2024.

The project aims to support the Government of Ukraine in enhancing the Medical Guarantee Programme (MGP) to build a more reliable healthcare system.

“Ensuring the uninterrupted delivery of quality healthcare services to Ukrainians has been one of the Government’s priorities since the start of the full-scale Russian invasion. The implementation of the THRIVE project allows us to attract the necessary funding quickly to support state reforms in the healthcare sector, specifically by improving the Medical Guarantee Programme,” said Deputy Minister of Finance Olga Zykova.

THRIVE is one of the projects implemented using the PforR (Programme-for-Results) financial instrument, which provides funding upon the achievement and verification of specific results outlined in the relevant agreements.

As a reminder, the Loan Agreement and Financing Agreement for a total of USD 449 million were signed on December 10, 2024. In 2024, Ukraine had already received USD 220 million under the Loan Agreement (100% of the allocated funds).
