Ukraine has become the first country in Europe and the second in the world to officially adopt a national standard for eco-industrial parks at the state level. The new document establishes clear sustainability criteria and an evaluation system for managing companies of industrial parks.
“Ukraine has adopted a national standard for eco-industrial parks. This step will help develop our processing industry. The eco-industrial park status serves as an indicator for international investors that the park meets established European standards, as does the production within it,” said Vitalii Kindrativ, Deputy Minister of Economy.
The national standard sets up a rating system with three levels of compliance: gold, silver, and bronze. It evaluates management efficiency, process sustainability, and environmental impact.
The standard will come into effect on September 1, 2025, but its provisions can already be used by initiators and managing companies of industrial parks. The approval decision was made by the order of the State Enterprise “UkrNDNC” No. 95 dated June 5, 2025.
The document was developed as part of the international technical assistance project “Global Eco-Industrial Parks Program in Ukraine: Local Level Implementation,” carried out by the United Nations Industrial Development Organization (UNIDO) in seven countries with financial support from Switzerland through the Swiss State Secretariat for Economic Affairs (SECO).
The next step for implementing eco-industrial parks in Ukraine will be the adoption of draft law No. 12117, developed by Members of Parliament Dmytro Kysylevskyi and Dmytro Natalukha.
An eco-industrial park is an industrial cluster where enterprises share resources, energy, and waste. Their development is part of Ukraine’s strategic economic transformation within the Ukraine Facility plan. This includes decarbonization, increased added value, efficient resource use, and enhancing the competitiveness of Ukrainian industry.
