While Ukraine continues to operate under extraordinary conditions, its digital transformation is quietly moving forward. Last week, the Ministry of Digital Transformation held the ninth Steering Committee of EU4DigitalUA — a project supported by the European Union and implemented by FIAP. The meeting reviewed key outcomes of the partnership, which since 2020 has helped Ukraine modernize public services, train civil servants, and align its digital policy with EU standards.
Measurable Progress
The collaboration has already delivered concrete results across legislation, services, and education. Among the most notable:
- Three draft laws aligned with EU standards are under development — in the fields of artificial intelligence, personal data protection, and semiconductors
- Over 3,000 civil servants are now engaged in AI training via the CDTO Campus platform
- A new educational series on data protection is ready to launch this year on Diia.Osvita
- Ukraine’s school IT curriculum is being updated to reflect modern, interactive teaching formats
- The Unified National Informatization System (NPI) has been launched to improve transparency and management of state digital projects
- Dozens of trainings, study visits, and workshops have been held to share digital governance experience across institutions
- Communications campaigns have been rolled out to boost citizen trust in digital services and promote digital inclusion
- A national review is underway to guide broadband infrastructure expansion in underserved communities

A Coordinated Digital Path
The EU reaffirmed its long-term commitment to Ukraine’s digital development.

What’s Next
With a strong foundation now in place, the next phase of EU4DigitalUA will focus on scaling existing tools, strengthening institutional capacity, and expanding digital inclusion. Further upgrades to services, deeper legislative alignment with the EU, and more digital learning content are all in the pipeline.
For Ukraine, the digital state is not a distant concept — it’s a daily process, built in partnership and designed to serve citizens better.
