President of Ukraine Volodymyr Zelensky has signed Law No. 4345-IX, completing preparations for aligning Ukrainian legislation with EU roaming regulations and integration into the EU’s Digital Single Market.
The law lays the groundwork for Ukraine’s accession to the “Roam Like at Home” initiative, which will allow Ukrainians to use their mobile operator’s tariffs without paying additional fees for calls or internet when traveling across the 27 EU countries. It also serves as a strong signal of Ukraine’s readiness for deeper integration into European markets.
One of the key innovations in the law is that European operators will no longer be required to undergo a general authorization procedure in Ukraine if they do not provide electronic communications services directly. This will enable them to offer services more easily via Ukrainian networks.
The law also defines the powers of the National Commission for the State Regulation of Electronic Communications, Radiofrequency Spectrum and the Provision of Postal Services (NCEC), which are necessary to improve the functioning of the Roam Like at Home service in Ukraine.
These include:
- Monitoring the compatibility and interconnection of Ukrainian and European operators’ networks;
- Ensuring access, interconnection, and service compatibility between Ukrainian and European providers;
- Assisting Ukrainians in dealing with European operators if they experience connectivity issues while abroad.
Operators will be able to ensure compatibility of their networks even when using different equipment or technologies, allowing subscribers to enjoy seamless roaming.
"The next step is a positive assessment and decision from the European side on granting mutual internal market treatment for roaming between Ukraine and the EU (a joint Ukraine–EU roaming area). No country outside the EU has previously joined the Roam Like at Home policy, which further confirms that Ukraine is becoming a key digital player on the European stage," reports the Ministry of Digital Transformation.
