The Ministry of Economy discussed a human capital development strategy presented by the Tony Blair Institute for Global Change (TBI).
As Deputy Minister of Economy of Ukraine Tetiana Berezhna explained, the Tony Blair Institute conducted a labor market study in Ukraine and identified key tools for increasing economic activity among Ukrainians. The research focuses on several main groups: youth, women, people with disabilities, internally displaced persons, Ukrainians under temporary protection abroad, and the economically inactive population.
"We are involving globally renowned institutions with extensive international experience to implement the most effective labor market enhancement policies. The Tony Blair Institute presented nine areas that could increase employment and economic activity both in the short and long term," she stated.
According to Berezhna, the current efforts are concentrated on three main directions:
- Integrating technologies into the labor market, including using AI for job and talent searches.
- Removing barriers to women's employment.
- Reskilling and acquiring new professions.
The Tony Blair Institute's research shows that 37% of unemployed people in Ukraine are willing to change their profession or undergo retraining. Over the past year, the Ministry of Economy, in cooperation with the State Employment Service and donors, implemented a range of retraining programs for Ukrainians. About 100,000 people acquired new professions or upgraded their skills.
During the meeting, the parties also addressed structural challenges caused by the war and mass migration, which are affecting Ukraine's labor market. They emphasized the need to develop effective tools for repatriating Ukrainians, engaging them in employment, fostering entrepreneurship, and creating jobs.
"The role of human capital is pivotal for the recovery, growth, and strengthening of our economy. I want to thank our colleagues from the Tony Blair Institute for a productive meeting and our joint efforts to improve the labor market situation in Ukraine. We will continue to enhance our cooperation in this area," Berezhna emphasized.
