The National Agency for Prevention of Corruption, based on information from the materials of a criminal investigation received from the Security Service of Ukraine in the Mykolaiv region and lifestyle monitoring, identified signs of a corrupt criminal offense indicating illegal enrichment by the head of the Malynovskyi District Territorial Community Council of Odessa city, Viacheslav Kushnerov, for an amount of nearly 47 million hryvnias.

In May 2022, the couple of a military commissioner became the owners of an apartment in Odessa with an area of 111.1 square meters, valued at 600,000 hryvnias, which they sold a year later for 7.56 million hryvnias. Later, his wife purchased a Toyota Highlander car for almost 1.9 million hryvnias, which was subsequently sold for UAH 2 million.

In the same year, the mother of the military commissioner gifted her son a residential house with outbuildings with a total area of 259.2 square meters in the Ovidiopol district of the Odessa region, valued at 1 million hryvnias.

National Agency for Prevention of Corruption determined that the income received by the military commissioner over the last 22 years was significantly less than the value of the gifted property.

The mother-in-law of the military commissioner has become the owner of an apartment in the Limanskyi district of the Odessa region for over UAH 300,000 in recent years, as well as a Mercedes-Benz GLS 400 car for UAH 420,000. However, on average, such a car costs over 5 million hryvnias, which may indicate the concealment of the true acquisition cost of the vehicle. It was also determined that the mother-in-law of the military commissioner previously purchased a Mercedes-Benz GLC 220D car for UAH 1.4 million, which she later sold to her daughter for 1.5 million hryvnias.

During August 2022, family members of the military commissioner gifted each other a total of 30 million hryvnias, as confirmed by records in the notary actions register, even though they did not have sufficient official income for this.

The military commissioner's son became the owner of an apartment with an area of 55.8 square meters in Odessa, valued at nearly half a million hryvnias, and a Mercedes-Benz Sprinter 511 car for almost half a million hryvnias, also without having sufficient financial assets from legal sources for these acquisitions.

It is noteworthy that in 2018, the son of the military commissioner made a purchase whose value significantly exceeded his then-official income. Specifically, he acquired a Volkswagen CC car worth 500,000 UAH from the head of the Odessa Regional Military Recruitment and Social Support Center, Yevhen Borisov, which he later resold.

All of these actions suggest indications of legal fiction, specifically the coordinated actions between the declarant, members of his family, and his close associates. These actions are aimed at concealing the actual circumstances of acquiring the specified real estate objects and vehicles by inflating actual incomes and understating real expenses.

The declarant did not exercise his right to explain the sources of origin of all the mentioned funds to the National Agency.

The National Agency for Prevention of Corruption has sent materials regarding Viacheslav Kushnerov to the Criminal Investigation Department of the National Police in the Mykolaiv region to decide on entering information into the Unified Register of Pre-trial Investigations concerning signs of a criminal offense under Article 368-5 of the Criminal Code of Ukraine and to conduct a pre-trial investigation with the purpose of holding him criminally liable.
